Seemingly the zip download does not contain an ejb3 configuration. If
you install 4.0.4.GA using the installer option rather than zip, you will
be prompted to select a configuration type. From the installer ejb3 (or ejb3-caching which contains tomcat and clustering) are both available.
Note the EJB-3 and EJB3-Caching cinfigurations require JDK5 runtime
and is not a J2EE 1.4 compatible configuration.

Because ejb3 is a javaee5 preview tech that won't be avaialble by default until the jboss5 server is released. The jboss-4.0.x zip distribution is the j2ee 1.4 dist. Get the installer code to see what it does:
