The issue still exists, it hasn't been resolved really :( Unfortunately, I cannot suggest any workaround now, maybe Ilya will be more successful?..
The first that I could suggest you while waiting for a fix - change direction in order to keep tooltip out of the select element? Is it possible in your markup?

Answering your specific question regarding change in direction, am afraid its not possible as the UI doesnt look good with the change in direction although it works.
In fact we suggested the same to the customer i.e. to have direction changed. Answer was same, UI doesnt look nice and we need to somehow solve this. It will be great if something can be done to resolve this issue.
Last resort, i will push to get the direction changed but I doubt whether it will get accepted.

ok.. tooltip also provides onshow, onhide events handlers. just hide the select which above the tooltip till the tooltip closed ;)
