If you are sure it's an inconsistency between the docs and the actual location in the released archive you should fill a JIRA issue.
ok, I have done it, I thought it could have been quickly fixed without all the burden (filing a Jira is longer than actually fixing, I presume), but anyhow, I have always been a great fan of e-bureaucracy ;-)
Well, yes and no. The Jira is the 'todo' list for the devs (heck for everybody in the community ;-)), the forum is not. And although it is not a big change. people are busy doing different things (JBossWorld e.g. or having a normal job) so it can be easily forgotten. So it's not bureaucracy imo.
Regarding the fixing 'on the fly', that is also not as easy as you think. Might be that other changes are already in the docs, so those will be published then as well, and manually fixing the online doc is not easy as well because of release procedures (access do the files etc). What could be done is making a sticky topic in the forum for the timebeing.
of course, it is a bit frustrating, but I understand that coordinating a large team may be rather complex, I was just kidding a bit, hence the smiley ;-)
