Is there any way for a user to set their desired locale in the portal? It's OK to use the HTTP headers as a start to guess what locale the user might like, but you can't count on users being able to find the proper settings in their browser. Ideally it would be nice to either allow the user to edit their preferences or to click on a link to select a different language.
