instance preferences not updated on re-deploy?

Is it possible, that instance preferences defined in the portlet-instances.xml are not updated in the database after a re-deploy of a war with changed preferences?

My environment: Portal 2.4 CR1, AS 4.0.5, MySQL 5.0.24

Looking at the DTD (it is in the source at core/src/resources/dtd/portlet-instances_2_0.dtd) there does not appear to be an < if-exists >overwrite< /if-exists > node, like there is for the *-object.xml file. So my guess is that there is no way to override the preferences.
