s:link is not a UICommand, and so the lifecycle is completely different.

As s:button and s:link are not UICommand, it means that we can not use these elements in combination with page actions ?
In fact, with Tomahawk <t:commandButton> I get the correct behavior with respect to page actions but this button does not allow to pass a parameter (whereas s:button yes allows it ).

Of course you can use them. But the behavior you should expect is the one that you have observed. That's just how it works.
