you have effect as a child of inputText. inputText has no oncomplete event. So it isn't fired.

rich:effect can be rendered as JS function that can be then called from anywhere, e.g. by oncomplete. Read: http://livedemo.exadel.com/richfaces-demo/richfaces/effect.jsf?c=effect&tab=usage for more information.
