I'd like to see two enhancements to hornetq when addresses "fill".

1) I'd like a FAIL option in addition to PAGE, BLOCK or DROP.  I would like to hand control back to the client.

2) When paging, I'd like to be able to specify an absolute maximum size.  Perhaps this could be done by limiting the number of pages. If this were done, then we would need a page-full-policy.  And, of course, I would want one of the options for page-full-policy to be FAIL.
