Is numOwners a "best effort" kind of number? That is, does it mean, replicate up to "numOwners" or as many servers as are available? 

I see this behavior in both single-server situations,  (i) where just a single server was ever started, and (ii) where all other servers have been ctrl-Z'd, and are hence not part of the view of the remaining server.
