Remove Portlet Toolbar

How do you remove the entire portlet toolbar, the one that contains the Portlet instance name and minimize/maximize buttons?

I am running JBoss Portal 2.7.2

I tried removing the following from portlet-instances.xml:

            <policy-permission>
               <role-name>User</role-name>
               <action-name>view</action-name>
            </policy-permission>

but that has no effect.

Portlet window can be removed by selecting value "emptyRenderer" of the Window Renderer property of the window associated with the page.

I'm using JBoss Portal 2.7.2, do you know how can I make the equivalent change there?
