A queue is bound to a single address.
Look at diverts as they do route for multiple addresses.
Topics is actually the opposite of what you're saying: An address has multiple queues. We do that all the time with HornetQ

Are diverts the only option to achive that? I need to do it programmatically but it seems that diverts can only be done in the configuration.
HornetQ supports wildcard topics. Perhaps you mean that?
