Stopping ToggelPanel from changing

I have two panels defined in my togglePanel, its working well, Trouble is i would like that when a certain condition is not met in the first panel the second panel should not show up, That is if a required InputText on the first screen does not have a value then the panel ought not to change

you using togglePanel/Control pair? So you could just use something like:

<rich:toggleControl... onclick="if (confirm('are you sure?')) return false;"
