I've seen a problem like this - although not with ESB - where depending on your screen resolution and the size of the page you're viewing - you may have to scroll up to see the 'continue/cancel' dialog.
This might be your problem?

just tried this and the same thing happened to me, the screen went dim and nothing happened. But I was able to reload the page and then use 'Save link as..."

Still waiting on a resolution, but wanted to confirm that Daniel's suggestion works. You can simply right-click on the download link and select "Save Link As". The actual location of the bits is:
