I think I found the problem already:
In the function 'adjustDataPosition' in controls-scrollable-data-table.js on line 1050 there is an assumption.
Namely that the all the space for rows is used.
(The rich:scrollableDataTable height attribute)
This is not always the case. For example in my case when only necessary rows are collected. And not simply all rows.
On that line (controls-scrollable-data-table.js line 1050):
var first = parseInt(pos / this.defaultRowHeight) - 1;
'pos' is the bottom position of the scrollbar.
The solution is to find an algorithm that takes into account the possibiliy of empty rows.
In my case a workaround is to make sure the space for the table is smaller than the rows actually filled.
A situation like this is maybe very rare.
