touch web.xml does not restart app

I have an existing app inside jboss 5.1 that I've started working on. For some reason, when I touch the web.xml file, change the timestamp, it does NOT restart/reload the application.

I know jboss usually does, so does anyone know of a config file that might have been changed to disable that? I would like to get it back to the default where it does reload.

I also noticed that most of the default management packages have been removed. Under the deploy directory, I only see the app, ROOT, security, and jbossweb.sar. There is no longer a manager or other packages.

Make sure you have a hd-scanner-jboss-beans.xml in the JBOSS_HOME/server/<servername>/deploy folder with an appropriate scanInterval configured in it.

Which server configuration of AS 5.1.0 are you looking at? In the 'default' configuration I see things such as admin-console.war, jmx-console.war, and others.

It's in default, but several packages have been manually removed.
