ClassNotFoundException thrown when listing class names in JNDI on 7.1.0.CR1

When traversing JNDI using Context#list I get a ClassNotFoundException even though this method only returns the class name, and hence shouldn't need the class. This worked fine on 7.0.2.Final, but is broken on 7.1.0.CR1.
