The problem is that on this page (and several other that i've found) only talks about dependencies between sub-deployments in one ear and not about dependencies between two separate ears.

sfcoy Jan 13, 2012 7:59 AM (in response to chrkoelle)Why not think "inside" the box? How would you handle this if the other EAR was deployed in another VM or machine altogether?
If it was me, I would consider trapping the failure in your start method and scheduling an EJB Timer to try again in (say) 5 seconds. Keep retrying periodically until it succeeds.
This would be portable and flexible.
