Though the question isn't just whether that page is useful by itself. The question is whether that page is what you expect when you click on Get Involved. Is it useful to help you get involved or is it just too broad and generic.
Then specifically ask yourself whether it's useful if you click it when you are on a project page, like JBoss Tools.

However, I think it might be better, if the last two paragraphs - to join the user group and to discuss a new feature should be the first not the last on that page. IMO the discussion, whether some feature is or is not a good idea is much more important than writing a blog or translating. Most of the projects have people, that could possibly do the programming, translating etc., but a person with any level of knowledge might come up with the cool idea.
