I too faced the same issue, however it been resolved by adding the following code on head
<meta http-equiv="X-UA-Compatible" content="IE=8"
it might be IE8 compatibility issue.
Tried. No effect.
Like I said - problem exists in Firefox also. Likewise in IE in all compatibility modes.

The solution is setting style attribute "position" of the Scrolling Container to "relative". ie. "position:relative".
Horizontal scroll requirement have been removed from spec. Please review

I've tried to override .rich-combobox-list-position and .rich-combobox-list-scroll with position:relative; and ensured that styles applied to dropdown list via using Furebug, but that did not affect combo's behavior while scrolling.
Can someone take my code snippet and adjust it to not behave like on my initial screenshot?
