Hi Joe,
Here is my question.. My esb service is called using webservice by internal system and esb passes message toexternal system. The problem is my internal system is dumping lot of same messages (including contents) due to the exception in the inside system so my esb is passing the same message to the external system more than 100s of times the same message.. I want to disable sending the message to the external system from my esb if it is the same message received more than 10 times.

that doesnt sound like a requirement but sounds more like a limitation of internal system. I dont think JBoss ESB has any off-the-shelf configuration of doing that - you may need to have custom action/staging table where you can check for same message - I am hoping you have a unique id in the content.
