Invalid Package Groups

I was creating an appliance with an invalid/missing package group and the creation didn't error out. Missing packages error out, but missing package groups don't. Is this a bug?

That is something will will try to address in the future, the problem is caused by an underlying builder application we call down onto only treating invalid groups as warnings for whatever reason.
