There is no way to do that.  Although, often times users of "Goes UP" alerting are doing so in a recovery alert associated with a "Goes DOWN" or "Goes DOWN and stays DOWN for X minutes" alert.  Perhaps you should look into recovery alerts.  Also, remember that when an agent goes down the children go UNKNOWN, so a "Goes DOWN" alert would not fire.
