You are probably using a newer version of Designer. The "Enable REST for Procedures" option was removed in favor of using extended metadata properties. If you select the procedure in the model explorer and look at the properties panel below, you will the REST properties (URL and PATH). Just set tthose values accordingly and your procedure will be REST enabled.
Thanks for the quick answer, I'm using Designer 8, the last one if I'm not mistaken, but URL does not appear on the properties tab, and neither does PATH... I'll detail the steps I followed in case I miss something basic:
- Once I have a view and a table I create a procedure via New Sibling context menu on the table.
- I create a resultset inside the procedure.
- I create a result column inside the resultset with datatype XMLLiteral.
- I create the code of the procedure in the transformation diagram, the code is the one above on the OP.
Now am I supposed to have the REST properties on the procedure's properties tab? In that case I don't...

I am able to reproduce your scenario. It appears something is broken with the metadata extension logic in 8.0. In the meantime, please try this as a workaround: https://docs.jboss.org/author/display/teiid82final/REST+Service+Through+VDB
