What's the reason for that no being an option? Since that is how web application are supposed to be deployed.

The JSPs are auto-generated by a CMS and we're not able to convince the operations team that whenever new content is released a multi-megabyte WAR needs to be deployed, even if it could be done automatically.
Wouldn't an exploded war work? It's not much different from a directory(?)
In domain mode deployments as expoded WARs are not supported.
You can deploy it as unmanaged module but it won't be a WAR and you can't refer to it from a (managed) WAR.
