When used with the h:link tag, the f:param passes the parameter to the server via the GET request parameters. When you do this with an a4j:commandLink, the parameters will be passed to the server using the POST request parameters.
If what you are trying to do is initiate an action for a GET request, check out the f:viewAction introduced in JSF 2.2 (from Seam 3).
