if you deploy the module as kjar that has defined dependency to the service module kie-workbeanch will download and attached this service module into classloader of the kjar. And by that providing access to all the classes available there.
Alternatively you can drop the service module jar into WEB-INF/lib of kie-workbench application so it will be globally accessible.
Yes, as Maciej mentions , dropping the jars in WEB-INF/lib will do the trick.
This will require unpacking the war and then adding the jars.
Another simple method is use take help of the readily available ant task "install.jBPM-console.into.jboss" which will pick up ant configurations for CustomWorkItemHandler from /conf/default.session.template and also the jar dependencies from /dependencies and will pack them into a jar and will deploy the same.
This goes for jbpm 5.4
Similar would be the case for jbpm6.
