it certainly is capable to do so, depending on how you would like the integration to look like. Either you can use standard components like serviceTask and connect to other components via web service or you can build tailored work item handler for tibco, oracle etc. With tailored solution you can use more advanced techniques even using proprietary apis.

There is no out of the box work items to connect to tibco or oracle esb as far as I know.
