my main application will be installed.In a different instance and I may have many secondary apps deployed to act as data grid servers each data grid server will have to initial with different data

What is wrong with simply using request.getServerPort() ?
About mgmt, you wont be able to access internal management during deploy phase. But you can access if afterwards.
You can do that with ModelControllerClient but that is not really the best way.
I would recommend you to do ServiceActivator to access internals.

If you want somewhat more fine grained control / access on what is going on, i would recommend you to write your on extension/subsystem.

If I try to call my new mothod on servlet init it fails as if the dmr cannot get the answer yet because the container is not ready. If I add a button to a form and invoke the mothod on click all is well. Any idea how I can work around this ?
