Use of checkstyle across Overlord sub-projects

Currently I've a checkstyle (and findbugs) config in the rtgov repo. Would like to move this into overlord-commons so all of the sub-projects can use the same config.

Any objections?

I have no general objections. In fact I think adding reasonable consistency across the Overlord projects is a great thing. However I reserve the right to hold specific objections to individual checkstyle rules! I do have some opinions on code style.
