RHQ on JBoss AS 7

What is the latest version of RHQ to work with the JBoss AS 7.1.1 (the final release)?

I heard that the RHQ does not work with JBoss EAP. For JBoss EAP, one must use the JON instead. Is this true?

I don't think that's true at all. The jboss-as-7 plugin is freely available and should work well with EAP6.
