How to recover fabric from "Error waiting for zookeeper connection"?

Is it possible to recover from the situation " Error executing command: java.lang.IllegalStateException: Error waiting for ZooKeeper connection" ?

We have a 3 server cluster Fuse ESB/MQ 7.0.2 setup with FMC . After a server reboot, we are facing this issue.

FuseESB:karaf@root-node02> container-list

Error executing command: java.lang.IllegalStateException: Error waiting for ZooKeeper connection

If I enable TRACE, In the logs i am getting "java.io.IOException: ZooKeeperServer not running"
