Hello,

I looks like when bundles get installed, they are not downloaded to the local maven repo, but instead just downloaded directly to the data bundle cache directly.  This causes the bundle to need to be re-downloaded every time it's reinstalled.  Is there a setting, or some way to override this behavior in order to get it to install to the local repo in addition to the cache?
