Developer vs. Production Licensing?

This is obviously and purposely unclear from the site , but seems like I can easily download a $0 developer JBoss Fuse setup, but what happens when I go to production? Do I have to license this?

According to Terms and Conditions:
Regarding the "JBoss developer program": "They may be used for development purposes only and are not intended for other purposes such as use in production environments" and "By participating in the Program and accepting these terms, you represent that you will be using the Red Hat Subscriptions(s) for development purposes only".
