Sorry to see you are having problems.
To install it you need to have Java installed first.
Then you should be able to double click the .jar and it should run the installer.
If your operating system does not allow that you can run from command line "java -jar jboss-devstudio-9.0.0.Beta2-installer-standalone.jar"
p.s. CR1 was released recently so I recommend you try that instead.
