Wildfly deploy failed: JBAS014671 and WFLYCTL0080 - Access is denied

We have a WAR file deployed in our Wildfly (using the Deployment Scanner - deployments folder). After restarting the computer the deploy is failed.

If I delete the failed file flag (healthsafety-server.war.failed) from the deployments folder it will deploy successfully the application after few seconds. If the computer is rebooted the same error occurs, but if I just stop the Wildfly server and start it again the problem doesn't happens.

We're running Wildfly 8.2.0 Final on Windows 10 Home (64bits English), but we tried Wildfly 9.0.2 Final too and we got the same behavior. We had the same problem in a different machine with Windows 8.

If the Administration console is used, after restarting the deploy will be as failed and need to disable and enable the deployment to get it working again.

The Wildfly folder is placed on the C:\ root folder and with all the permissions (full controll, inclusive to everyone) and applied these steps (https://www.youtube.com/watch?v=Cn-dgqoeh9I) but didn't fix the error.
