Dear Ugo, did you LoadModule cluster_slotmem_module modules/mod_cluster_slotmem.so ?
Anyway, I've just tried to compile mod_cluster with Apache Lounge's Apache 2.4.18 Win64 and it seems to me there is something weird going on with mod_proxy loading.
Gonna get back to you as soon as I have more details.
Dear Ugo, if your problem with Apache Lounge's httpd 2.4.18 Win64 and downloaded mod_cluster 1.3.1 persists, could you give it a shot with the attached binaries? The attached mod_cluster-e9a8add-1.3.3.Final-SNAPSHOT-win64.zip contains the latest mod_cluster master, built with Apache Lounge's httpd-2.4.18-win64-VC14 on Windows 10 x64. I’m working to implement mod_cluster in our Jboss EAP which is running on windows server. I have installed httpd apacheLounge httpd-2.4.37-win64-VC15. So I’m bit confused of how to generate *.so modules such as slotmem.so, mod_manager.so in windows environment. Any response is appreciated.

You can either build it yourself or download our distro.
An important point is that you should use mod_cluster with httpd
it was built with.
mod_cluster for ApacheLounge  server is here: .
You can also give it a shot with our *developer* httpd build 
with mod_cluster .
If you have some other httpd Windows distribution, e.g.
from WAMP or some other vendor, you might have to build mod_cluster.
Do not despair, it is fairly easy.
- install Visual Studio
- install CMake
- unzip -devel version of your httpd (you need its .h files and .lib files)
