Now, http://download.jboss.org/jbosstools/oxygen/development/updates/webtools/ and http://download.jboss.org/jbosstools/oxygen/stable/updates/webtools/ are http redirects to the actual site (instead of being symlinks, which cause infinite recursion), http://download.jboss.org/jbosstools/updates/webtools/oxygen/ ... which is itself a symlink to http://download.jboss.org/jbosstools/oxygen/stable/updates/
The content you're looking for is actually at http://download.jboss.org/jbosstools/oxygen/stable/updates/ -- any URL with /webtools/ in it is simply a convenience URL. For example, server adapters found via webtools.servertools/plugins/org.eclipse.wst.server.discovery/serverAdapterSites.xml and serverAdapterSitesDetails.xml also use the http://download.jboss.org/jbosstools/updates/webtools/oxygen/ URL, so that we can swap in/out content (snapshots -> development -> stable) without having to change the URL in the webtools code.
