The Forge development never stopped. Right now we believe the core is pretty stable and enhancements should be added through addons.

Although there isn't a concrete roadmap for Forge 4.x, this is something that we (the team) would like to have in a near future, counting on the community with discussions about improvements and new features that should be added in the next major release.
