How to make MODIFYTIMEZONE to consider day light savings enabled in system time?

I have the UTC-6 set and the system time is say 3:40 AM, when I use MODIFYTIMEZONE it get 'UTC' time, the time gets in as 9:40 AM. So calculation is ok. But then actually the UTC time is only 8:40 AM.

Any solution?
