does anyone knows what is this error?

I made a relationship in another table that has just one primary key, in the example above the table has 3 primary keys(idUnidadeFuncionalFilha, idAssuntoHierarquiaUnidade,idUnidadeFuncionalMae) and the relation is between idUnidadeFuncionalFilha and idUnidadeFuncionalMae)
