This tool is no longer developed, so it is no longer distributed with JBoss.
To configure the deployment of your Beans, you should use XDoclet or write the description files yourself (It's what I do and it is not difficult)
At the risk of exposing my ignorance...is there a template I can use to create the the deployment descriptor? My example book just says to use the tool and doesn't explain what the XML should look like.

You can use the dtd files provided by Sun and JBoss.
For the JBoss specific files, go to http://www.jboss.org/doco_files/ and you need jboss_2_4.dtd and jaws_2_4.dtd
For the Sun one, go to
http://java.sun.com/j2ee/dtds/ejb-jar_2_0.dtd or, may be, the http://java.sun.com/j2ee/dtds/ejb-jar_1_1.dtd because JBoss 2.4.4 is not fully EJB 2.0 compliant.
A DTD file describes how to make a specific XML file with all the parts needed or not ...
