I had a similar problem. But only with IE. Firefox worked fine. I had a look on the web and found out, that in IE some components are treated differnt if they have some css-attributes set. In that case, IE sets a "layout"-fag for that component. So, what I did, I set the attribute "height: 1%" to the Rich-panels. After that everything look great.
