Apparently, rich:menuItem uses an iframe element and the iframe src attribute must be defined (for IE only). I found the following:
?Well, if you don?t have the src specified for the iFrame, IE treats it as unsecure item?
Actually, even though the src is not specified, the src still loads the ?about:blank? URL scheme.
Do I need to fix this manually or can someone provide a patch for this? Thanks in advance.

Found the solution. Reverse enginerred - DropDownMenuRendererBase.class
In the method processLayer, where iframe is being created, add
writer.writeAttribute("src", "blank.html", null);
Then complile (use myfaces-api, ajax and original richfaces jar in classpath).
Replace this in the rich faces jar and wallah. Works for me.
