Firefox 18.104.22.168 but I have tested it in IE 6 as well.

I have also tried setting the z index on the tabs themselves (rich:tab) but no luck either.
I do have a modal panel on one of the tabs thinking that was the culprit but I commented it out and the problem persisted.

I have the s:selectDate's zindex set to what you have shown above and left the tabpanel's zindex empty (presumably to default) and same result
I then tried setting the zindex of the tabpanel to 1999 and still same result.
The problem that you need to have a position:relative and z-index (if tabpanel has no z-index - only relative positioning) to the popup window, but you try to provide it for the visible part. How the DOM tree of the component looks like when popup is shown?
Ok, I got it working. I set the tabPanel to
and removed the style from the selectDate. I was not really thinking but the selectDate does not render the popup, its script that does it (similar to rich:modalPanel),....duh! The selectDate component only renders an icon link to trigger the popup.
I guess the tabPanel is position:absolute by default? with some other zindex maybe?

no, it has a relative position defined explicitly by default. It was needed to move the tab label background panel one pixel down. Unfortunately, browsers (especially IE) does not work with z-index correctly if one of the element has position:relative, but another does not. It was a primary reason why we mode modal panel DOM subtree to the root of the document.
