toolTip panelBarItem problem

I have two panelBarItems and at bottom of first one I have tooltip. Tool tip is rendered behind panelBarItem label. is this default behavior or is there some attribute to set or is it a bug?

It seems to be a bug. But we can't reproduce this bug with our simple test page. Could you attach your JSP or XHTML to jira issue http://jira.jboss.com/jira/browse/RF-1310 ?
