        Yes. VFS and VDF are solving different problems.

        VFS == file system (what are my packages, files, etc)
        VDF == deployment (where/what is my metadata, classes, subdeployments)

        Typically, the deployment layer creates the classloaders although we've always
        had the "localCL" used by the deployment layer to "glance" at the deployment
        in its original state.
