What is this rubbish?

12:57:16,529 INFO [ClusterRuleSetFactory] Unable to find a cluster rule set in the classpath. Will load the default rule set.

1) The message should say what it looking for, i.e. the resource name
2) Why is it looking on the "classpath" anyway?

Its some digester stuff for handling the tomcat server.xml. There is some attempt to try to load one of two different implementations.
