This is not needed, e.g. MaxCapacity is defined in the eviction policy itself. I removed them (CVS head, will be backported to 3.2).
This is going to be part of JBossCache 1.1, hopefully coming out at the end of next week.

Please adjust your XML files accordingly, otherwise TreeCache won't be created successfully.
