Can you try to switch workspace to new one? (File->Switch Workspace->Other...)
Do you see the tags in Palette in new workspace?
There is a Feature Request in JIRA

but I guess I found what is going wrong....
I have an another eclipse plugin m2eclipse(http://m2eclipse.sonatype.org/update/site.xml) which containts POM Editor. This plugin is killing the JBoss Tools Palette....
I have no idea why, but I disabled this plugin and it working now....

speleomaniac - this is not the first time we have heard users having issues when m2eclipse is installed.
Could you report it in jira with steps on how we can reproduce so we can look into it and fix it our side or identify what m2eclipse is doing and report it to them ?
I already started a JIRA entry in m2eclipse side, I can also do one in here...
