For what reason do you think that the items stored in JNDI should be persisted?
Or alternatively can you reference the area in the J2EE / JNDI specifications that say items stored in JNDI should be persisted after restarts? -

Use an entity bean to hold and persist the value as described in my reply to purdym just submitted.
